It should be easier to tab through the navigation

Problem

As a member on a laptop, tabbing through the navigation it tough because you have to tab through the unseen mobile navigation (so there's no focus outline to indicate anything is really happening) and then tab through the actual desktop navigation. The "Skip to content" link helps (and I particularly like how it slides down), but it doesn't exist on the admin side.

Solution

• "Skip to content" should be added to the admin layout
• the mobile nav should
  • not be tab-able/focus-able on desktop
  • or
  • it should be a single nav that just looks different on mobile and desktop
