I'm adding things to the Machine PATH like this and binaries in the path are not available in the same session after Chocolatey is done.

Install-ChocolateyPath "path/to/whatever" "Machine"

Am I understanding the environment "reload" feature incorrectly?

No, I don't believe you are. The feature is quite naive.
