Show tag suggestions during note creation

Suggested by "td." on the Alfred Forum.

When creating a new note, if the user types "#" to start entering a tag, show tag suggestions and ideally allow them to arrow down and tab on entries to auto-complete the tag name.

I'd like this too. For reference, the Evernote Workflow does something like this for the enn command, bringing up notebooks as the user types @. An added challenge for Bear of course is that one can add multiple tags so the process must be repeatable every time a user types #.
