Use testcafe installed locally #6

Hello!

I'd like to be able to install testcafe locally as a dev dependency. I think it's a good practice. And also I use React selectors (https://github.com/DevExpress/testcafe-react-selectors) which require testcafe installed locally anyway.

I believe, the package should try to use locally installed version first. And if it's not there then use the global one.
