Motivation and context

At times there is a need to send notifications to stakeholders
In the current state its difficult to run the scripts to accomplish sending bulk emails

Implementation notes

• Create form
• Add urls
• Use existing email creating script and use templaing system to read the form info
• Introduce the option to send test emails and make sending emails default to test groups
• Introduce the ability to have 2 approvals to send emails
