Update EXO ScubaGear code to align to revised baseline

💡 Summary

Note: The EXO document updates purely affect only policy language and implementation. This issue can be started and finished before those updates are complete.

Update the ScubaGear code for EXO to match the changes made to the baseline in Emerald, the policies need to be revised to align with the new baseline document. Policies were reworded and changes from the Defender baseline will propagate here as well. This issue is to align the structure (policy IDs, group titles, etc.) with the baseline document.

Implementation notes

• Review the new EXO baseline
• Reorder and Renumber the Rego policies to match the baseline
• Adjust any policies in the code to match the baseline document

Acceptance criteria

• ScubaGear output for the EXO product should align with EXO baseline document - in terms of policy number, order, IDs, titles etc.
