Issue description

Within org model, on the ".gov domain" step of a domain request, we need to update the third bullet to match revised language in this document. That will match the wording we use for non-org model requests. That bullet should read:

Be unlikely to mislead or confuse the general public (even if your domain is only intended for a specific audience)

Acceptance criteria

  • On the .gov step, update wording for the third bullet as described above.
