Geoportal topicMap uses hardcoded home position that differs from cesium.
Geoportal: continued refactoring #101

Geoportal config, should have a single configurable Home Position Prop, that also sets up home for TopicMap and Cesium.

requires #210 first to setup common loacation type to evaluate.
