[Living Streets] Create Feature for Reviewer to Manage Resubmittal Button

• talking to Jonathan and he asked about the current process for allowing resubmittals
• I recapped the previous steps
  • original build: show Renewal option by status (= any Application in Approved or Deferred status can resubmit)
  • However, the first resubmittals were selected from a specific batch and we created a toggle to manage this, Eligible to Resubmit (batch edited this status)
  • Jonathan interested in managing this directly on a more per case basis
  • Discuss: could set up a Manage Resubmittals page/table to allow editing that Eligible to Resubmit on the Application level
    • Table could list cohorts and show latest status
    • Staff would click Show/Hide button in the column for ability to Resubmit
    • NOTE: will not be able to do a batch edit from the staff side but we can make this relatively easy with a trigger button per row
    • What are the boundaries for the pool of potentially eligible applications?
      • Activation Count?
      • Approval Count?
      • Status?
