Update to Signs and Markings Work Order forms to remove LOCATION_STREET_SEGMENT_ID_REFERENCE field

TED requested that we remove LOCATION_STREET_SEGMENT_ID_REFERENCE from the signs and markings work order form because it is time consuming. When I was reviewing this information, I noticed that we don't use this reference field often and scheduled a meeting with SMD to discuss the update to the work order form.

Had a meeting with Kati, Lauren, and Cathy and showed them how we are using the field and how it doesn't connect to the GIS QA field that the analysts are using. We decided we were all okay with removing the field but wanted to check with Daniel and the GIS analysts.

Met during the GIS QA Check-In on 2/4 and asked about this field. Daniel, Grant, Owen, and Will all confirmed that they don't use this field to perform GISQA and that we could remove the field.

Action:

• Remove LOCATION_STREET_SEGMENT_ID_REFERENCE from New Sign Work Order Form
• Remove LOCATION_STREET_SEGMENT_ID_REFERENCE from New Markings Work Order Form
• Don't delete the field entirely, keep for historical data
