Add guide pages to official document collections #5094

We want to add the annual report to the report section of our site. But since it is not an official document, can we even do that? I tried to publish it without a doc, but it won't let me: https://alpha.austin.gov/en/preview/official_document_page/UGFnZVJldmlzaW9uTm9kZTo1ODU4
