Drag handler inaccessible in certain situations

One solution would be a moving drag handler (e.g. BalloonPanelView–driven), which could be attached to the bottom. OTOH, in the second situation it means refactoring of the getOptimalPosition as AFAIR it does not support that kind of exclussion (exclude the table balloon).
