Can't drag widget before or after widget if that widget is the first or last element in the editor. #11702

📝 Provide detailed reproduction steps (if any)

This is a continuation of #9128 and #2664

  1. Clean editor content area and insert two images into editor.
  2. Try dragging one above another or below another.

✔️ Expected result

One table should get inserted above/below another.
There should be a feature like Magic Line in CKEditor 4 which allows inserting elements before/after widgets.

❌ Actual result

You can't drag one table before or after another. At best one of these tables will get removed unless we manually insert new paragraph with the help of type around feature.

If you have ideas, you can list them here. Otherwise, you can delete this section.
