Paste as plain text without a physical keyboard

📝 Provide a description of the new feature

Once #7799 is finished we have a nice pasting as plain text capability. The problem is that this feature is only available for users with physical keyboard (it uses ctrl/cmd + shift + v).

It would be nice to add this feature also users without keyboard.

I'm thinking about mobile users for the most part, but some users with keyboard would also benefit from it as not everyone knows that you paste plain text with ctrl/cmd + shift + v hotkey.

Back in CKEditor 4 days it was problematic to obtain the clipboard data, but with recent introduction of the clipboard API it's easy to access (at least plain text, because other mime types were not available when I played with it some time ago).
