Saving "un-verifiable" customer address results in error #27

Steps to reproduce

  1. Install Magento 2.1 with sample data
  2. Install AvaTax extension and configure with credentials.
  3. Enable address validation.
  4. Login to demo user's account:
  5. Click "Edit Address" of the default billing address: 17-35-48 my account-fe4ee
  6. Click "Save Address"
  7. Click "Save Address" in the modal popup:
    17-36-34 edit address-brcog
  8. The following error will show in your console and you will be unable to proceed:
address-validation-form.js:181 Uncaught TypeError: Cannot read property 'street' of null
