Saliency Map Method (JSMA) for Cleverhans 4.0?

Is your feature request related to a problem? Please describe.
I am looking to use the saliency_map_method but am not finding it in Cleverhans 4.0. I understand that it is in 3.1 (cleverhans_v3.1.0/cleverhans/attacks/saliency_map_method), but that doesn't support Tensorflow 2. Will it be added to the attacks section of Cleverhans 4?

I am considering using Cleverhans 3.1 with TF1

Hi Seth,

Your feature request is duly noted. We will let you know once we've updated the library with this attack. We also welcome outside contributions, so please feel free to submit a PR in case you have a working tf2 implementation already.
