  aws는 DescribeXXX 에 대해 초당 최대100개입니다.
  매초 20개씩 리필되어
  최초 100번 호출하면 1초 뒤부터 초당 20번을 호출할 수 있습니다.
  DescribeRegions + DescribeZones + .... 로 계산이 됩니다.
  (Describe*) API actions is 100 tokens, so you can make up to 100 Describe* requests in one second. If you exceed 100 requests in a second, you are throttled and the remaining requests within that second fail.

  Tencent의 경우 API 각각에 대해 제한이 있고
  DescribeRegions, DescribeZones는 각각 초당 20회가 max입니다.
  region이 18개라서 고 루틴을 사용하면 zone정보조회중 오류가나네요...

@powerkimhub NCP에서도 status 정보를 제공하지 않아 드라이버에서 Status parameter에 "Available" 이라고 추가했습니다.

그리고, 제안 사항으로, 본 RegionZoneHandler에는 Status parameter가 "Available", "Unvailable"로 첫자가 대문자로 안내되는데, ImageHandler의 경우는 첫자가 소문자로 안내되고 있습니다.
통일이 필요할거 같습니다.

저 위의 특이사항 내용 보완해야할 거 같습니다.
