Upgrading to latest bosh-cli to support leading slash for variables in manifest #28

Due to a bug in bosh-cli cloudfoundry/bosh-cli#300, using a variable with a leading slash in manifest is not possible. As this resource is using an "old" version, we run into this bug, see orange-cloudfoundry/cf-ops-automation#30.
Bumping to latest bosh-cli (or at least v2.0.36), will fix this.
