Describe the bug
添加缩略图策略后无法为策略添加前上传的文件生成缩略图

To Reproduce
Steps to reproduce the behavior:

已有媒体和Office文档被上传。
按流程配置好FFMPEG和LibreOffice缩略图生成策略。
发现先前上传的文件并未重新生成缩略图。
新上传一些Office文件，发现能正常生成缩略图。

Expected behavior
先前上传的文件（这些文件尚未有缩略图）会自动按新策略生成缩略图

Cloudreve Server:

OS: Windows Server 2019
Version: Cloudreve 3.8.3

Note
注意到数据库文件里file表中metadata字段，在缩略图策略配置前上传的文件存在类似于“缩略图不可用”的信息。但将所有记录的metadata置为NULL后，仍然不出现缩略图。
