Allow using wallets with multiple signers threshold

To simplify the CLRFund contract deployment, Safe with 1/n signers, is assumed to allow the multistep deployment to complete in 1 flow.

After the deployment, users may want to secure the wallets with m/n signers. The app should detect the signer threshold and submit propose transaction instead of execute transaction through the Gnosis SDK, when doing post deployment transactions, e.g. start funding round, finalize funding round, etc.
