bump kubernetes to v1.24

upgrade go.mod and staging/api to v1.24, and update code bump kubernetes to v1.24.1-k3s1 #204
sync informer/.reflector.go and informer/reflector.go to v1.24 upgrade reflector #210

Why is this needed?

Keep up to date with the latest kube dependencies
