6 Unit Tests in the BasicPacketEncodingLayer rely on Simple Packet Format.

Three Options:

Skip them
Add specific tests for the packetformat (i think better use encoder tests in this case)
Remove those tests or Remove NDNTLV tests from BasicPacketEncodingLayer.
