Develop a charter for the group

I believe we need to formalize the group structure and mission. If we have a charter we all agree on we can keep our work focused and attract new members. We have a lot of content that could make up the majority of the charter. We have a [good example] from the recently formed Deaf & Hard of Hearing WG Charter.
