[AMC/Profil AMC] implement section Certificări/Acreditări

To find a solution for uploading multiple certifications. Currently, we only have one sub-section in Informatii generale section but they have multiple certifications that need to be documented.
To see if we make a repeater out of this sub-section and leave it in Informatii generale section OR if we move it to Studii și cursuri section
