Per-scalar partition intervals

Currently Config/Partition.php uses HASHMARK_PARTITION_INTERVAL to define a
global setting for choosing daily or monthly partitions.

As a new `scalars` column we could allow a front-end to change them
per-scalar as needed. Partition querying already supports heterogeneous
partitions resulting from HASHMARK_PARTITION_INTERVAL switches.
