[Client] - Commit Detail Page: Add Patch Section for Team Tier Customers

All client tickets will need to be under a feature flag, lets call it multipleTiers.

This change only affects users under the team tier. The remaining basic, pro, and enterprise tiers will offer the same content and views we normally do.

Task:

• Add the "Patch Coverage" section next to the header with numerical value only
• Includes new hook we need to add to fetch this field
