can't access site from docker-toolbox machine #11

Due to the restriction placed on accessing IP at the referenced line. The site is not accessible from docker-toolbox builds. https://github.com/CodeForPortland/symptomsurvey_backend/blob/f518d8280a61d59a1c10bd6688795643ac3cb1e5/docker-compose.yml#L12

Looking at docker-compose.yml, I believe this issue can be closed.
