Revoke earned privileges when the requirement changes?

It seems the 300 honor requirement does not apply to accounts which already had the kata creation privilege before this requirement was added/modified. This is not the first user with a ~5-years-old account who managed to publish a kata over the last 12 months (at least).

They earned the privilege when it had lower requirement. And we currently don't revoke the privileges of users who earned it in the past. I'm relabeling as a possible enhancement instead of a bug.
