SharpNEAT 4.0 already has an implementation of RegularizedGeneticKMeansSpeciationStrategy; but this is not used by default.
It would make sense to use the efficacy sample app to obtain fitness distributions when using regularized vs. non-regularized k-means speciation, to see if there's any benefit to one over the other.
