In previous versions of plone glossary there was the handy ability to do this. For example, let's say the word was "Force" but one also wants the definition to pop up wherever "forces" is written, one could type 'forces' in this field and the words there would also display the tool-tip behavior.

Ah, so it wasn't so much a design as a practicality decision.
