Toxin General Terrorist Without Anthrax Beta Upgrade Creates No Poison Cloud

Description:

• A Toxin Terrorist without Anthrax Beta and Anthrax Gamma upgrade does not create any poison cloud. It is supposed to create a green poison cloud.
• A Toxin Terrorist with Anthrax Gamma upgrade will create a pink poison cloud with Anthrax Gamma upgrade when poisoned etc, but not a green or blue poison cloud without Anthrax Gamma when poisoned etc.

• Capture a Toxin General's Barracks and build a Toxin Terrorist.
• Blow him up. Observe the lack of a green poison cloud.

• Bug can be fixed by changing a StartsActive from no to yes.
