Crowdmod minimum # people to show to validate decision to remove #367

Crowdmod suffers from potential harm if people suppress other groups' ideas. Ensuring this is not the case is difficult, especially in the case of small groups of experts or interested parties with very different perspectives than the rest of the conversation.

Comments need to be shown to the group the commenter is in, as well as some combination of other groups. #217 will be helpful in testing inverse signal.

Participants might be given a url to a list of crowdmod removed statements for transparency, and given the ability to either/both say 'moderate back in' and/or 'significant to me'
