Publish 3.1.0a7?

I think there's a lot of excitement in the community for this release, and a number of extensions (and, cough, testing tools) may benefit from having it to test against.

Concerns:

• probably go in a new jupyterlab_alpha channel (not the existing jupyterlab_rc one)
• don't want to set the precedent, in light of Publish prereleases automatically #173 still being unautomated

I'm happy to do the scut work, but don't want to put us in any kind of untenable situation. Basic workflow would be:

• fork off master to 3.x-alpha
• update the conda_build_config.yaml
• see what sticks!
