XGBoost 2.1.4 release is tracked in issue: dmlc/xgboost#11189

Once it is out, it would be good to package it here

The new XGBoost release supports CUDA 12.8

Currently CUDA 12.8 is tracked in issue: #210

The changes needed to build packages with CUDA 12.8 are in PR: #211

The XGBoost 2.1.4 release PR should pull in those CUDA 12.8 changes to build for CUDA 12.8
