Scaling from the maximum is a pretty standard thing to do. Performance graphs do it all over the place, especially where we don't know which pretty number is best.

Maybe. This might be more complex than you realise as all the data is collected and processed by the ProgressTracker class which is itself imperfect for this task. The ProgressTracker smooths out the rates to enable decent ETAs to be generated but in this case would just mean changing the update frequency would have no effect.
