We need relayers to follow Fendermint and subscribe to the events emitted by #205

consensus-shipyard/ipc-libs#338 implements this one through polling. Please @cryptoAtwill as mentioned in the review and #300, feel free to close if you think this is no longer needed.

In the end we decided we are going to read events and state instead of subscribing to an endpoint for resiliency (that way we are not impacted by websockets breaking, etc.)
