Describe the bug
Replying to an iq of type get or set is a MUST, yet Converse doesn’t do that atm.

To Reproduce
Steps to reproduce the behavior:

  1. Go online with Converse and another client
  2. Send any iq stanza it doesn’t understand from the other client (I used a XEP-0092 version request)
  3. See no response in the other client.

Expected behavior
Converse would reply with a service-unavailable error iq.
