Fares should always have fare attributes

We need a validator to ensure that every fare rule corresponds to a fare attribute. We can do this at load time; we presently create an empty fare attribute when we encounter a fare rule without a fare attribute. We should continue to do that in the interests of loading as much data as possible but an error message is warranted.
