Hard refresh restaurant orders when the app goes back online

As long as we don't update centrifugo we might have #1853 happening. A solution could be to pull orders back from time time, as we did when closing/opening the rider app.

the real thing would be to make it update every time you do something, but since restaurants dont do stuff often, we want it to refresh automatically if a tablet doesnt have internet for a minute once they are back
