refers_to_object_id == 0 when tool_id == 0? Is this an error? #6

Isn't refers_to_object_id == 0 for the case when objects are created by the visitors on a particular station id (tool_id !=0), and not a wall label (tool_id == 0)? However I noticed refers_to_object_id == 0 in some cases when tool_id == 0. How should this be interpreted, is it when no object label was scanned correctly?

These are most likely from our own internal testing. I'm looking to see if there's a way I can filter those out of the dataset.
