Rebase open-vm-tools to a new version.

Feature Request

Currently, CoreOS Container Linux includes open-vm-tools 10.3.0.5330 (build-8931395), which is an old version of open-vm-tools. Suggest to rebase it to a new version, such as 11.0.0.

Environment

EXSi 6.5 and ESXi 6.7.

Desired Feature

A higher version of open-vm-tools is included in CoreOS Linux Container.
