Stress testing against k8s 1.8 #1444

k8s 1.8 release is nearby.
We run some rounds of testing on 1.8 before and it seems be flaky again.
We need to stress test k8s 1.8, and figure out what fails, and fix failures and problems.

Done upgrading jenkins infra.
