Release 30.20191014.1 on the testing stream is an upgrade barrier, i.e. all releases older than that must first update to it before proceeding to more recent updates.

30.20191014.1 specifically contains coreos/fedora-coreos-config#238 which ensures that upgraded nodes aren't switching to cgroupv2.

The v1 to v2 cgroup migration will be handled at a later point.
