Is this a BUG REPORT or FEATURE REQUEST?

FEATURE REQUEST

I would like to see the terraformed etcd cluster autoscale, particularly in the case of an AZ going down.
Ideally if an AZ goes down then additional etcd nodes would come up in the other AZs to share the load.
