Description

First try cortex cluster down, and if that doesn't work, delete the VPC Link, cloudformation stacks, API Gateway, log groups, etc. We should confirm that the instructions work (it may be necessary to delete the VPC Link first)

Related to #1319, should be resolved at the same time
