feature: have the command to keep the client updated

Overivew

Make sure the clients are updating the tendermint client.
Run the following commands somehow:

hermes-update:
  kubectl exec -i hermes-agoric-osmosis-0 -c relayer -- hermes update client --host-chain agoriclocal --client 07-tendermint-0
  kubectl exec -i hermes-agoric-gaia-0 -c relayer -- hermes update client --host-chain agoriclocal --client 07-tendermint-1
  sleep 60
  make hermes-update
