authz send to allowed address

Summary

authz - grant send permission with allowed address list.

Problem Definition

I think send permission is most important thing.
assuming that we grant send permission to someone in the real world.
in this case, we grant someone to send tokens to other addresses, it could be misused.
I would like to grant someone to send tokens with allowed address list.
if then, I think we don't need to restrict denom or spend limit because it is under control.
if the allowed address list can be updated, it will be helpful.

Proposal

• grant send permission with allowed address list.
• edit allowed list (instead of revoke and grant)
