[Bug]: Recent 0.46.x release changelog headers have wrong year

Summary of Bug

In the release/v0.46.x branch, the changelog has 2022 for the year in the header lines for the v0.46.9 through v0.46.13 releases: https://github.com/cosmos/cosmos-sdk/blob/release/v0.46.x/CHANGELOG.md

In main, the changelog has 2022 for v0.46.8 through v0.46.11 and is missing the entry for v0.46.12. Note: v0.46.13 hasn't actually been released yet as I'm writing this.
