Docs: list of config settings and description for genesis

Summary

Each module should describe genesis parameters and there should be a document that links to each module's description.

As a user: I should be able to find a full description of genesis file parameters in 1 place.

Problem Definition

It's really hard to troubleshoot setup without it.

@greg-szabo are you essentially asking that there exist a document that outlines all fields and data in each module's GenesisState?

@alexanderbez I'm not sure if it's the same thing, but I guess, yes. :) The user story is that I need to set up testnets along different parameters and right now Zaki is the only one who can (or did) fine-tune settings for a testnet. Apparently outstanding_rewards is a thing to be set and I don't know what it is and how you set it. Similarly to a few other genesis.json parameters.

@greg-szabo I started this work in #3425. Granted, it needs more sections for reach respective genesis section, but at least now we can start adding those incrementally 👍
