Update Issue Labelling to be consistent across repos and projects

Summary

Issue labelling is inconsistent across Gaia and ICS, as well as other Cosmos projects. This issue would attempt to update labelling so that it better supports all stakeholders working on the repo and where possible, standardize.

Proposed Solution

To start the discussion a quick survey of repos was made last year, that can be found here.

The Hermes team also has a proposal that would be interesting to consider.
